Abstract

General supervision by the public prosecutor's office was implemented in 1950, together with the reform of this office based on Soviet patterns. The essence of the institution of general supervision was to control legal action of administration and to control citizens' behavior from the legal perspective. The most important field of this activity in 1950-1955 was controlling an obligatory delivery of agricultural produce by Polish peasants. It was done by using different means of compulsion. The activity of prosecutor's office was concentrated on frightening peasants who did not fulfill the deliveries. Peasants were intimidated by the possibility of criminal repression if they did not deliver goods on time. This repression was focused on richer farmers (so - called kulaks), because this group was regarded as a main opponent of the process of collectivization of land. The same aim was connected with the prosecutor's supervision over administrative decisions. Prosecutors controlled these decisions to make them more repressive. The other side of supervision was controlling actions of administration to make it more effective.
