Abstract

Współcześnie jesteśmy świadkami porządku światowego in statu nascendi. W przeciwieństwie do ładów powstających w przeszłości jego wyłanianie nie jest dotychczas wynikiem wydarzeń gwałtownych, jak na przykład konflikt globalny, lecz jego zręby wykształcają się w wyniku ewolucji. Nie ma on też charakteru konsensusu czy propozycji najsilniejszego (czy też grupy najsilniejszych państw) mocarstwa przy akceptacji pozostałych członków społeczności międzynarodowej. Rola i miejsce dotychczasowego hegemona oraz pretendenta do tego miana ma zasadnicze znaczenie dla charakteru procesu, który doprowadzi w przyszłości do wykształcenia i okrzepnięcia nowego ładu oraz dla jego istoty i struktury. Nie można jednak tego procesu ograniczać jedynie do „wyścigu” pomiędzy USA i Chinami ani zakładać, że proces globalizacji doprowadził do takiej homogenizacji społeczności międzynarodowej, że bez względu na to, kto sprawuje światowe przywództwo, wartości na których się ono opiera są do siebie podobne czy tożsame. Rozdział stanowi próbę analizy powyższych problemów.

Nowadays we are witnessing the world order in statu nascendi. Unlike ones that arose in the past, its emergence is not yet the result of violent events, such as global conflict, but its foundations are evolving. It is also not an outcome of consensus or a proposal of the strongest (or group of strongest states) power accompanied with the approval of other members of the international society. The role and place of the current hegemon and its challenger is of fundamental importance for the nature of the process that will lead in the future to the fostering and arrangement of the new order, as well as its essence and structure. However, this process cannot be limited only to the “race” between the US and China. Nor can it be assumed that the process of globalization has led to such homogenization of the international community that regardless of who exercises global leadership, the values on which it is based are similar, or identical. The chapter is an attempt to analyze the above problems.
