System wsparcia kapitału intelektualnego przez organizacje działające na terenie gminy

Abstract

Intensywne przemiany gospodarcze o charakterze cywilizacyjnym, w których kluczowym czynnikiem rozwoju staje się wiedza, wymuszają w systemach kształcenia zmiany. W Polsce proces edukacji wciąż jest ukierunkowany na myślenie odtwórcze a nie twórcze, na działania reaktywne a nie kreatywne. Zmiany w procesie edukacyjnym wymagają reform centralnych. Problemem naukowym rozprawy jest próba wypełnienia luki poznawczej w zakresie sposobów i narzędzi pobudzania przez organizacje działające na terenie gminy procesów kształtowania kapitału intelektualnego na potrzeby gospodarki opartej na wiedzy. Problem podjęty w rozprawie bezpośrednio związany jest ze zmianami, które dotyczą kierunku rozwoju społeczności lokalnych. Celem rozprawy doktorskiej było opracowanie koncepcji systemu wsparcia kapitału intelektualnego w ramach edukacji formalnej i pozaformalnej dzieci, młodzieży i dorosłych mieszkańców jednostki terytorialnej na przykładzie gmin powiatu augustowskiego. Przyjęto następującą hipotezę główną: Samorząd terytorialny i organizacje społeczne działające na terenie gminy wpływają na kształtowanie kapitału intelektualnego przez intelektualizację i upraktycznienie procesu edukacji formalnej oraz pozaformalnej dzieci, młodzieży i dorosłych mieszkańców gminy. Dodatkowo postawiono cztery hipotezy pomocnicze. Weryfikację hipotez przeprowadzono na podstawie danych literaturowych oraz wyników badań własnych. Wykorzystano metodę monograficzną, badania dokumentów oraz sondażu diagnostycznego. Ankietę skierowano do celowej grupy badawczej obejmującej organizacje pozarządowe, szkoły ponadpodstawowe i urzędy gmin funkcjonujące na terenie powiatu augustowskiego. Zaproponowano koncepcję systemu wsparcia kapitału intelektualnego.

Intense economic changes of a civilizational character, in which knowledge becomes a key development factor, force change in education systems. In Poland, the educational process is still focused on reconstructive thinking rather than creative thinking. Changes in the educational process requires central reforms. The scientific problem of the dissertation is to attempt to fill the cognitive gap in the ways and tools of stimulating processes of shaping intellectual capital for the needs of a knowledge-based economy by organizations operating in the commune. The problem raised in the dissertation is directly related to changes that concern the direction of development of local communities. The aim of the doctoral dissertation was to develop the concept of a supporting system of intellectual capital within the framework of formal and non-formal education of children and adults of the territorial unit on the example of the municipalities of the Augustów district. The following main hypothesis was adopted: Territorial self-government and social organizations can significantly accelerate the shaping of intellectual capital through intellectualization and the provision of formal and non-formal education for children, youth and adult residents of the commune. In addition, four auxiliary hypotheses were put forward. Verification of hypotheses was based on literature data and results of own research. A monographic method, documentary tests and a diagnostic survey were used. The questionnaire was directed to a targeted research group including non-governmental organizations, secondary schools and municipal offices operating in the area of the Augustów district. The concept of intellectual capital supporting system has been proposed.
