Reformy instytucjonalne Międzynarodowego Banku Odbudowy i Rozwoju

Abstract

Praca ma na celu ukazanie sformalizowanej analizy oraz oceny struktury i działalności Międzynarodowego Banku Odbudowy i Rozwoju w odniesieniu do głównego obszaru reform w sferze instytucjonalnej w międzynarodowym porządku prawnym. Zamierzeniem prowadzonych badań było wyjaśnienie znaczenia roli Międzynarodowego Banku Odbudowy i Rozwoju we współczesnym świecie oraz wskazania głównych obszarów reform instytucjonalnych. Hipotezę główną sformułowano następująco: uzasadnione jest wdrożenie reform instytucjonalnych Międzynarodowego Banku Odbudowy i Rozwoju w obszarze akcjonariatu, systemu elastycznego zarządzania oraz skutecznej reprezentacji państw członkowskich w Radzie Dyrektorów Wykonawczych, jak również w ramach działalności gospodarczo- finansowej Międzynarodowego Banku Odbudowy i Rozwoju. Zmiany instytucjonalne dotyczyły nie tylko struktury organizacji ale i państw członkowskich, w tym państw rozwiniętych, które podjęły próbę implementacji reform instytucjonalnych odnoszących się do porządku ekonomicznego na świecie.

The goal of this dissertation is to show the formal analysis and assessment of the structure and activities of the International Bank for Reconstruction and Development in relation to the main area of reforms in the institutional sphere in the international legal order. The intention of the dissertation was to clarify the importance of the role of the International Bank for Reconstruction and Development in the contemporary world and to identify the main areas of institutional reforms. The main hypothesis was formulated as follows: it is reasonable to implement the institutional reforms of the International Bank for Reconstruction and Development in the area of shareholding system, flexible management and effective representation of the Member States in the Council of Executive Directors, also in the context of economic and financial activities of the International Bank for Reconstruction and Development. Institutional changes concerned also on the structure of the Member States, including developed countries, which attempted to implement institutional reforms relating to the economic order in the world.
