Skuteczność samorządu terytorialnego w aktywizacji zawodowej długotrwale bezrobotnych

Abstract

W dysertacji zatytułowanej „Skuteczność samorządu terytorialnego w aktywizacji zawodowej długotrwale bezrobotnych" poruszono zagadnienie niskiej skuteczności działań instytucji odpowiedzialnych za realizację zadań w obszarze polityki rynku pracy. Narastający problem bezrobocia, przede wszystkim długotrwałego, stał się bodźcem do rozważań nad wymiarem efektów aktywizacji tej problemowej grupy osób. Analizy przeprowadzono na przykładzie wybranych jednostek samorządu terytorialnego. Istotę głównego problemu badawczego zogniskowano na skuteczności powiatów województwa podlaskiego w aktywizacji osób długotrwale bezrobotnych w latach 2007-2014. Zoperacjonalizowanie głównego problemu badawczego poddało ocenie aspekty finansowania polityki rynku pracy, narzędzi aktywizacji, oraz zasobów kadrowych JST jako elementów posiadających decydujący wpływ na rezultaty w obszarze aktywizacji zawodowej. Realizacji postawionych celów podporządkowano metodę badań hipotetyczna - dedukcyjną. Wykorzystano metody analizy literatury, analizy ilościowe i jakościowe dostępnych i pozyskanych danych statystycznych i finansowych. Do oceny skuteczności procesów technologicznych zachodzących w powiatowych urzędach pracy, zastosowano metodę nieparametryczną - Data Envelopment Analysis (DEA). Wyniki przeprowadzonych analiz potwierdziły niską skuteczność powiatowych urzędów w aktywizacji zawodowej dłus;otrwale bezrobotnych.

The dissertation entitled "The effectiveness of local government in the activation of long-term unemployed" addresses the issue of the low effectiveness of the institutions responsible for the implementation of tasks in the area of labor market policy. The growing problem of unemployment, especially long-term, acted as a spur to consider the dimension of the results achieved in the process of activation of this social group. I carried out the analyses on the examples of the local government units. The essence of the main problem of the research I focused on the effectiveness of Podlaskie Voivodship counties in the activation of long-term unemployed in the years 2007-2014. Operational performance of the main problem of the research allowed to evaluate aspects related to financing of labor market policies, activation tools and human resources of the local government units as the elements which have a decisive impact on results in the area of professional activation. To accomplish set objectives I applied the hypothetical - deductive research method. I also used in the research methods of literature analysis, quantitative and qualitative analysis of available and acquired statistical and financial data. In order to evaluate the efjiciency of the technological processes occurring in the district labor ofjices I used nonparametric method - Data Envelopment Analysis (DEA). The results of the analysis confirmed the low effectiveness of the district labor ofjices in professional activation of long-term unemployed. The low level of effectiveness of !ocal government units in the area of professional activation of long-term unemployed can not be considered separately from factors beyond the control of local government, that affect the results obtained. Conducted analyses emphasize explicitly that active labor market policies implemented at the counties level, are not able to salve the problem of long-term unemployment individually .
