Abstract

Praca ma na celu odpowiedź na następujące pytania: Czy funkcjonowanie Komitetu Regionów zmniejszyło kryzys legitymacji demokratycznej w Unii Europejskiej? Czy procedura wyboru członków i zastępców Komitetu Regionów gwarantuje traktowanie go jako organu przedstawicielskiego regionów Unii Europejskiej? Jak budowa wewnętrzna i organizacja pracy wpływa na efektywność wykonywania zadań przez Komitet Regionów, w szczególności funkcji opiniodawczej? W jakim stopniu opinie Komitetu Regionów są uwzględniane przez instytucje Unii Europejskiej? W jakim stopniu Komitet Regionów oddziałuje na proces legislacyjny Unii Europejskiej? Postawiono następujące tezy badawcze: Komitet Regionów stał się strażnikiem interesów przedstawicieli regionów na poziomie Unii Europejskiej; Zawarte porozumienia z Komisją Europejską i Parlamentem Europejskim przyczyniły się do zwiększenia znaczenia Komitetu Regionów w procesie legislacyjnym Unii Europejskiej; Aktualne procedury wyboru członków i zastępców do Komitetu Regionów zwiększają ich legitymację demokratyczną jako przedstawicieli samorządów lokalnych i regionalnych; Działalność Komitetu Regionów zwiększyła zakres podmiotów uczestniczących w procesie legislacyjnym Unii Europejskiej; Od momentu powstania odnotowuje się wzrost znaczenia Komitetu Regionów.

The object of the dissertation is to answer the following questions: Did the functioning of the Committee of Regions reduce the crisis of democratic legitimacy in European Union? Is the selection of members and their deputies of the Committee of Regions procedure a guarantee to treat it as a representative body of regions of the European Union? What is the influence of the internal structure and the organization of work on effectivity of executing the tasks of the Committee of Regions, in particular the advisory function? The extent to which are the opinions of the Committee of Regions included by Institutions of European Union? The extent to which do the Committee of Regions influence on the process of legislation of European Union? There were stated the following exploratory thesis: The Committee of Regions became a guard of representative of the regions on the European Union level; The agreements concluded with the European Commission and the European Parliament contributed to increase the signification of the Committee of Regions in the legislation process of European Union; Current procedures of election of the members and theirs deputes for the Committee of Regions are increasing their democratic legitimation as representatives of locals and regionals councils; The activity of the Committee of Regions has extended the area of the subjects participating in the process of legislation of the European Union.
