| Abstrakt: | Przedmiotem rozprawy jest problemtyka horyzontalnej polityki równości szans osób z niepełnosprawnością w systemie szeroko rozumianego wdrażania funduszy strukturalnych Unii Europejskiej. Tematyka badawcza obejmuje zagadnienia związane z treścią zasady równości szans osób z niepełnosprawnością w prawie unijnym oraz aktualnym poziomem zagwarantowania ochrony praw podstawowych osób z niepełnosprawnością w procesie implementacji regionalnych instrumentów finansowych polityki spójności Unii Europejskiej. Badania empiryczne, których wyniki stanowią analizę praktyki stosowania zasady w systemie szeroko rozumianego wdrażania funduszy strukturalnych Unii Europejskiej, zostały przeprowadzone w województwie podlaskim w 2013 roku i skierowane były do instytucji pośredniczących i zarządzających oraz projektodawców korzystających ze środków pochodzących z funduszy strukturalnych Unii Europejskiej w latach 2007-2013. W rozprawie podjęto próbę odpowiedzi na pytanie o przyczynę niedostatecznego stopnia implementacji zasady równości szans osób z niepełnosprawnością w systemie szeroko rozumianego wdrażania funduszy strukturalnych Unii Europejskiej w Polsce. |
| Sponsorzy: | The subject of the dissertation is the issue of horizontal policy of equal opportunities for people with disabilities in the system of implementation of the EU structural funds. The research covers issues related to the content of the principle of equal opportunities for people with disibilities in EU law and ensuring the current level of protection of fundamental rights of persons with disabilities in the implementation process of regional financial instruments of the EU Cohesion Policy. The empirical studies, which analyze application of the principle in the system of the wider implementation of EU structural funds in the practice, were carried out in the Podlasie Province in 2013 and were directed at intermediaries and project managers as well as items benefiting from the funds from the EU structural funds in 2007-2013. The dissertation attempts to answer the question about the reason for the insufficient implementation of the principle of equal opportunities for people with disabilities in the wider scheme of implementation of the European Union structural funds in Poland. |
