Abstract

The main goal of this article is to provide an analysis of legal regulation related to the structure and tasks of The Electrification Office as a first Polish energy authority. The Electrification Office was established on February 7th, 1918, two days before the first meeting of the Polish Parliament after state independence had been restored. It shows how important a role this authority played in building the new Polish state, even though at the time electrical power did not play such an important role in the economy as itdoes today. In this article the author presents the Office’s organizational structure and the scope of its tasks, which had impact on developing a draft law inserting electrification and energy networks law, the development of standards for the generation, operation and distribution of electricity as well as opinions on draft laws and statutes of companies operating within the power industry. The Office’s activities also included issues related to organizing and running the State experimental station responsible for the testing of materials and instrumentation. In conclusion, the author expresses the view that the legal solutions adopted by the Polish legislature on the activities of public administration in the sphere of its duties relating to development of the energy sector, included modern solutions which in the long-term allowed to create an energy system capable of meeting the country’s needs.
