Instytucjonalizacja współpracy. Potencjał i perspektywy

Abstract

Предметом анализа является политика соседства и безопасности, занимающая видное место в политике ЕС. Вместе с тем эти два направления политики тесно связаны друг с другом. Изучение всех отношений в этой сфере представляется, хотя и возможным теоретически, практиктически нереальным и познавательно нецелесообразным. Исходя из этого в статье внимание сосредоточено, в части «политики соседства», на отношениях между Польшей и Россией, а в части «политики безопасности» – на энергетической безопасности. Данный выбор предопределен как объективным значением предмета исследования, так и отсутствием значительных успехов европейской интеграции в реализации соответствующих направлений политики. Если баланс европейского сотрудничества в сферах экономической интеграции, функционирования пространства свободы, безопасности и справедливости является положительным (интегрируясь, европейские страны изменили действительность), то в области политики соседства и безопасности сотрудничество имело в лучшем случае реактивный характер по отношению к событиям и процессам даже в непосредственном международном окружении ЕС. Изучен эффект интеграции на тех территориях, где Европа является в большей степени бенефициаром событий и результатов чужих действий, нежели их автором. Юридический анализ основных понятий, определяющих нормативные пределы субрежимов (в пределах режима европейского права) соседского сотрудничества и безопасности, служит исходным пунктом стратегического анализа корреляции между исследуемыми режимами. Выводы были сверены путем соотнесения с опытом имплементации.

Policies holding a prominent position among EU policies form the subject of the analysis: the European neighbourhood policy and the security policy. These policies are simultaneously closely related through a process of mutual feedback. An exploration of the full range of the correlation between these policies, possible in theory, seems both unrealistic and cognitively pointless in practice. For these reasons (i.e. lack of a rationale for the complex research and the need for a comprehensive analysis of the correlation) I have concentrated on specifi c excerpts from the policies that is – on Polish-Russian relations from the “neighbourhood policy” and on energy security from the “security policy”. The choice was made on the grounds of both, the objective importance of the issue and the relative lack of progress in the implementation of the policies – lack of success of European integration in the fi eld. If indeed the balance of European cooperation in the sphere of economic integration, and operation of the area of freedom, security and justice is a positive one (European countries undergoing integration at the same time were involved in an anticipatory process of modifying reality), cooperation in respect of the neighbourhood and security policies has, at most, had a reactive nature in relation to events or processes, even in the immediate international vicinity of the EU. I have examined the operation of integration in areas where Europe is, in essence, the benefi ciary of events and the effects of others’ actions rather than the author of them. Legal analysis of the basic concepts laying a normative framework for subregimes (within the framework of European law) of neighbourhood and safety was the starting point for a strategic analysis of the correlation between the regimes examined. Conclusions were verifi ed by reference to the experiences of implementation.
