Abstrakt: This article traces the friendship between Professor Emil Pływaczewski and me over a quarter of a century with an emphasis on my impressions of Poland in general and Białystok School of Criminology in particular during my recent one-month stay. While I have been fascinated by the best criminology program growing from none to the current prominence, I argue that criminology’s potential as avant-garde of legal reform before the passage of law and as evidence-based evaluation has not been fully developed in Poland. International criminology as a method permeates every aspect of research. As a progressive and meliorative major, criminology could further promote good and inclusive society and play a role in closing the gap between the survivalist culture and self-expressionist culture by strengthening justice-based institutional structure and the rule of law through ramping-up global connectivity among international scholars.</description>

Abstrakt: In July 2023 the European Commission has announced bringing an action to the Court of Justice of the European Union against Poland. The action concerns on the functioning of the prohibition of pharmacy advertising in Polish law, which leads to the question - whether and how such prohibition may violate European law. The objective of this research paper is to give, in particular for a foreign reader, a general overview of the prohibition of pharmacy advertising institution, as well as the proceedings conducted by the European Commission under Art. 258 of the Treaty on the Functioning of the European Union against Poland. The other objective of this paper is to conclude whether there are existing any alternatives to resolve dispute between the Commission and Poland, without a necessity for bringing an action to the Court and also what are the possible consequences of not using them. The author of the paper shares his remarks on one of the allegations presented in the European Commission's press release.</description>

Abstrakt: Poland is the largest beneficiary of funds from the European Union budget. Thus, countless projects that will receive support from these funds are being implemented in our country. In order to obtain funding, you must take part in a competitive, transparent and transparent competition organized by competent institutions. However, they are obliged to reliably assess these applications. Often, in order to be able to assess them, professional knowledge, experience and specific qualifications are required. These are not always owned by qualified clerical staff. For this purpose, based on many years of experience, the legislator in the Act on the rules for the implementation of tasks financed from European funds in the 2021-2027 financial perspective again enabled the competent institutions to use the substantive support of experts. The purpose of this article is to analyze the statutory duties and tasks of experts through the prism of the Act, taking into account the current practice, experience and jurisprudence. The purpose of this article is to analyze the legal solutions regarding the duties and rights of experts in the process of evaluating applications for co-financing from the European Union budget. The article uses the legal - comparative and historical method. On the basis of the conducted research, it should be clearly stated that the essence and basis for the functioning of experts in the application evaluation process have not changed in the new financial perspective. Guarantees of independence have been increased, and transparency in the work of experts has been increased.</description>

Abstrakt: The primary goal of this article is to examine the challenges faced by public administration and enterprises as they grappled with the consequences of the COVID-19 pandemic. The main objective is the presentation of a new attitude to the project management in a self-government entity. These goals were achieved due to the presentation of the latest experience of the Małopolska Centre for Entrepreneurship during the implementation of the Małopolska Anti-Crisis Shield. The authors deployed in this article different techniques. The main method was a participant observation directed by the authors and a case study. The authors’ attention was focused primarily on the implementation by this public institution of the so-called “Entrepreneurship Package”. The "Entrepreneurship Package" was a component of the Małopolska Anti-Crisis Shield and was targeted specifically at entrepreneurs from the SME sector who suffered as a result of the introduction of the lockdown. For the purposes of this case study, previously unpublished data collected by the employees of the Małopolska Centre for Entrepreneurship were used. The main conclusion of this article is that public intervention was necessary to rescue a lot of small and medium enterprises during the pandemic time, but the public money should hit the target. In this context, it means that the biggest support should be directed at some enterprises who had serious economic problems, but despite that they want to provide for their workers.</description>
