Abstrakt: Cross-border cooperation may be based on specialized organizational structures. One such is the European Grouping of Territorial Cooperation (EGTC). The catalogue of entities entitled to create a Grouping is diverse and the registration procedures are mainly based on the law of the European Union Member State, where the particular Grouping’s headquarters are to be located. The Polish legislation on this issue is still being formed, but the tendency to strengthen the influence of the central executive power on the Groupings’establishment, operating and decommissioning processes, is already visible. However, only development (or lack of it, or even a regress) of cross-border cooperation based on the formula of the EGTC will show whether the national legislative solutions will support the operation of Groupings from Poland’s perspective.</summary>

Abstrakt: Cyberspace and its underlying infrastructure are vulnerable to a wide range of risk stemming from both physical and cyber threats, and hazards. With the growing volume and sophistication of cyber attacks, ongoing attention is required to protect sensitive business and personal information, as well as safeguard national security. In the last few years the supreme state administration authorities of Poland have been taking necessary steps to ensure minimum cyberspace security standards. Government bodies are trying to assure appropriate legal framework, procedures and systems of information exchange between public administrations and other states and cyberspace users. In light of the risk and potential consequences of cyber events, such as those experienced in Estonia and Georgia, strengthening the security and resilience of cyberspace has become one of the most important homeland security mission.</summary>

    <summary type="text">Tytu&amp;#322;: Uwagi na temat wpływu formy ustroju terytorialnego państwa na kształt władzy wykonawczej

Abstrakt: In the article, the author strives to answer the question of how the territorial organization of a state infl uences the organization and the scope of tasks and competences of the executive branch of the government. Therefore, for the purpose of the article, the author defines the term ”executive branch of government” and then describes how the principles of unitarism and federalism infl uence the model of the executive branch of the government, in particular with regard to the horizontal division of power. The author limits his discussion to theoretical aspects, which he illustrates by giving examples of constitutional solutions from two selected countries: the Republic of Poland and the Swiss Confederation. In both cases, the tasks related to the executive power are performed not only by the central government and its administration but also by local and regional government bodies, which enables describing the executive branch of the government in a contemporary democratic state as ”distributed.” However, the structure of federal state determines the extent of the ”distribution” of tasks and competences of the executive branch of the government, in particular with regard to adoption of implementing regulations to statutes (federal and cantonal).</summary>

Abstrakt: The text provides a short analysis concerning EU executive power and its foreign policy. The latter is treated here as a part of traditionally defined executive. Relations between both categories are illustrated by an example of the High Representative. This organ seems to bind both fields being an executive body operating in – very differentiated – area of EU external action. The text is not aiming at exhaustive analysis of the problems mentioned above. Rather it’s a set of reflections devoted only to selected issues.</summary>
