Tytuł: Asymmetries in the European Research Area: A Comparative Analysis of Countries’ Participation in the Horizon Europe Program (2021–2026)
Autorzy: Jabłońska, Małgorzata
Abstrakt: Purpose | The objective of this article is to identify disparities among selected Euro¬pean countries regarding participation in the Horizon Europe program and to assess how these disparities are associated with the potential of their national research and development (R&D) systems. Research method | The study was conducted using a comparative analysis of Germany, France, Finland, and Poland. Secondary data from the European Commission’s Horizon Europe Dashboard and Eurostat were utilised. The analysis covered indicators related to application activity, participation effectiveness, funding levels, scientific excellence, expert and network integration, and the potential of R&D systems. The analysis covers the period 2021–2026, with 2026 data reflecting the program implementation status at the time of data collection. Results | The results indicate significant disparities among the analysed countries. Germany and France hold the strongest positions in the Horizon Europe program. Finland stands out for its high R&D system potential despite a relatively lower scale of participation. Poland achieved the lowest scores in most of the analysed areas, particularly in terms of scientific excellence, R&D potential, and participation effec¬tiveness. It was found that a higher position in the program is associated with greater R&D system potential, a higher level of scientific excellence, and stronger integration into international research collaboration networks. Originality / value / implications / recommendations | The article combines an analysis of participation in the Horizon Europe program with an assessment of the potential of national R&D systems. The results provide a basis for assessing the effectiveness of measures aimed at reducing inequalities in the European Research Area and promoting more balanced participation by member states in EU framework programs.

Tytuł: Institutions Matter: The Role of Institutional Quality in the Effectiveness of Natural Resource Funds
Autorzy: Dymitrowska, Yanina
Abstrakt: Purpose | This study evaluates the role of institutional quality in enhancing the effec¬tiveness of Natural Resource Funds (NRF), with a particular focus on their capacity to mitigate the resource curse and fulfil stabilising, investment, and savings functions.Research method | The analysis covers 28 resource-rich countries and 27 NRF over 2000–2023. It draws on the results of a previously conducted Systematic Literature Re¬view (SLR), complemented by panel regression models assessing the effects of different NRF types, institutional indicators, and their interactions on government expenditure volatility, investment levels, and the accumulation of savings. Results | The findings show that institutional quality is a decisive factor shaping NRF performance. Across functions, positive fund effects emerge primarily in interaction with institutional indicators, with control of corruption and government effectiveness exerting the strongest and most stable influence. NRF impacts are most visible within two to three years, weakening at longer lags. Savings funds (SFG) display the most du¬rable effects, surpassing stabilisation (SF) and investment funds (IF). In the stabilising function, significant results appear mainly through fund-institution interactions, with SFG increasingly assuming roles traditionally attributed to SF. For investment, NRF stimulate investment primarily in high-quality institutional environments, with par¬ticularly strong responses for SFG. Regarding the savings function, domestic savings yield inconclusive results, while analyses based on foreign assets indicate that SFG – and especially IF – contribute to the accumulation of external wealth, confirming the savings role. Originality / value / implications / recommendations | The study demonstrates that in¬stitutional quality is not a complementary factor, but a key enabling condition for NRF effectiveness. It highlights the importance of fund typologies, the broader functional scope of SFG, and the need for improved metrics - especially in evaluating savings and economic diversification functions.

Tytuł: Patrimonialism in Poland during Populist Rule
Autorzy: Piątek, Dawid
Abstrakt: Purpose | This article examines whether the political and economic transformations in Poland after 2015 can be interpreted as a shift in the mode of governance towards patrimonialism. It focuses on personalisation of power, clientelistic control over public offices, erosion of the rule of law, and the political repurposing of state resources. Research method | The article employs a theory-driven qualitative analysis based on a structured critical literature review. Results | The results indicate that in Poland many patrimonial tendencies could be identified. Originality / value / implications / recommendations | The originality of this article lies in applying the concept of patrimonialism as an integrative framework to the post-2015 transformations in Poland, showing that democratic backsliding, state capture, and politicisation of public administration form a coherent shift in the mode of governance. The implications suggest that patrimonialism can emerge within formally democratic systems through the hollowing-out of institutions rather than their abolition.

Tytuł: Womenomics a znaczenie kobiet we współczesnej gospodarce
Autorzy: Grzega, Urszula
Metoda badań | Zastosowano podejście teoretyczno-przeglądowe oparte na analizie literatury przedmiotu (opracowania zwarte, artykuły naukowe polskie i zagraniczne, raporty i inne publikacje). Oryginalność / wartość / implikacje / rekomendacje | W polskiej literaturze przedmiotu bra¬kuje badań nad znaczeniem równowagi płci we współczesnej gospodarce, szczególnie roli kobiet w życiu ekonomicznym i społecznym. Artykuł wypełnia tę lukę, łącząc perspektywę ekonomiczną z innymi aspektami funkcjonowania kobiet, co stanowi jego wartość dodaną.; Purpose | The aim of the article is to present the role of women in the modern economy and the effects of their professional, entrepreneurial, and consumer activity. It is hypothesised that women’s activity in the economy is an important factor in its development, positively influencing economic growth, entrepreneurship and consumer behaviour. Research method | A theoretical and literature review approach was applied, based on books, academic articles, and other relevant publications. The study has a descriptive character and allows for the assessment of phenomena and trends related to women’s role in the economy. Results | Research indicates the growing role of women in the economy in macroeconomic, professional, business and consumer terms. Women contribute to GDP growth and to the more efficient use of labour resources, while also adding value to companies through their competencies, management styles, and adaptability. As consumers, they influence a significant share of household spending. Harnessing their potential fosters development, innovation, and economic stability. Originality / value / implications / recommendations | Polish literature lacks studies on the significance of gender balance in the modern economy, particularly regarding the role of women in economic and social life. This article fills that gap by combining the economic perspective with other aspects of women’s participation, which constitutes its added value.
